(5) No big merchant shall become member of any

labour union. Any small merchant who im

admitted to any labour union as member, shall

only have the right to vote for the election

of officers, but not of holding office. ilo

shall also have the right to give an opinion

in oase of discussion, but not to vote on any

question.

No workman of any labour union shall arrest

any workmen or merchants or interfere with

personal freedom of anyone.

Until registration has been approved by

Government, no labour union shall use any

name other than that of Preparation office,

and shall collect no member ship fees or entrance

fees. Also no labour union, whether it has

been registered or not, shell compel by force

of arms or by any other form of intimidation
